Electricity ups and downs

You may remember my letter sent a few weeks ago concerning the price of electricity from Iberdrola in 2016. From January 2016 to January 2017 the “energy cost” on the reverse of each bill the cost rose by 110%.
Well received our latest bill this week and the “energy cost” has now reduced by 25%. Do they make these costs up as they go along? I am at a loss at how they can alter the price of electricity on a whim. Surely they have a reason for such differentials in the price,

Dear Kevin,
As we explained in the answer to you previous letter, the price per Kwt varies every day. After the peaks of January, prices have dropped considerably, which would account for the 25% reduction in your bill
