Objections to Alicante city hall’s new civil coexistence bylaw – which proposes fines for prostitution, and begging or sleeping in the streets – have been lodged by Catholic Church charity Cáritas.

It is fundamental to ‘prevent rather than criminalise poverty in public spaces’, says the NGO.
