A French fugitive wanted on a European arrest warrant has been arrested near his home in Marbella, said the National Police last week. The 29-year-old is one of four suspects alleged to have kidnapped and tortured another man, including cutting off one of his fingers, in an incident related to drug-trafficking. The charges against him are punishable by 30 years in prison under French law, said officials.
