Complaints that drugs were being sold to tourists from a cannabis club in Torrevieja led to a British man and two Colombians being arrested.
The Guardia Civil launched an investigation in February, which a spokesman for the force said confirmed their suspicions that the association appeared to be a non-profit organisation but was actually selling drugs.
