Two 24-year-olds have been detained in Murcia after a 12-year-old boy was handcuffed to traffic lights and abandoned two weeks ago. Following the incident, the pair are alleged to have posted photos of the youngster’s plight on a social media site. They have been charged with torture and an offence against moral integrity.
