The Torremolinos council last week approved a new bylaw that will expedite the process of opening a new business in the town. Under the ‘express licence’ scheme, already introduced in some other towns in the area, businesses do not have obtain a traditional opening licence, but instead sign a “declaration of responsibility” stating that they meet all requirements.
