LIB DEM peer Baroness Judith Jolly last week sent a letter to Gibraltar chief minister Fabian Picardo expressing regret for remarks she made in the House of Lords insinuating that Gibraltar was a tax haven that could be taken advantage of by arms dealers to avoid paying taxes in the UK.
