Torrevieja town hall could be on collision course with the regional and national governments over its proposal to create a bathing area at Torrevieja salt lake.
The initiative is part of plan to set up a tourism complex in disused buildings which formed part of the salt industry.
However, swimming in the protected lagoon is banned, with fines of up to €600 for infractors.
