Residents of Vélez-Málaga have complained that 32 new blue-zone parking places have been activated without warning. Municipal authorities say the blue lines were painted in calle del Río during September but that implementation was delayed until after the town’s fair. Car owners are refusing to pay some penalties because of a difference in operating hours as displayed on signs and as monitored by attendants.
