Competition watchdog CNMC has published the criteria that will be used to assess applicants wanting to operate international rail routes from Spain. Such companies will also be allowed to carry domestic passengers, putting them in competition with Renfe. They will have to generate at least 30% of passenger traffic and turnover from international operations, with at least 20% of the journey’s length outside Spain.
