Presidents Accused

The commission investigating a massive misuse of public money in Andalucía says former regional presidents Manuel Chaves y José Antonio Griñan were responsible for a lack of direction and coordination. Millions allocated to training programmes for the unemployed disappeared between 2002 and 2012, with much reportedly handed to persons who did not qualify. The findings published on Monday exclude the present president, Susana Díaz.
