In a bid to solve the illegal homes problem your article lists ways this can be achieved by homeowners paying for basic infrastructure and this can be very expensive for homeowners to bear.
The problem of illegal homes was not caused by the purchasers of these properties who perhaps 90% or more bought all in good faith.
The fault of illegal homes as I see it rests with the town halls for not stopping the building of such properties as soon as the building work started and therefore should bear part of the cost of the work needed together with the builders, architects, notaries and all others involved in the building and selling of these properties.
As this building work was not stopped, it makes me wonder how much corruption was involved at the time.
