Cruelty to animals

Sir,
There is something that has puzzled me for a long time. Spain has an association for the prevention of cruelty to animals, presumably backed by law; so why are not the owners of bull-rings, bull-fighters and all the others involved in the killing entertainment known as bull-fighting arrested and charged with cruelty to animals? Surely they cannot deny the cruelty and there are thousands of witnesses. Or can it be that Spanish people regard the cruelty of bull-fighting as somehow less serious than, say, locking up hunting dogs for days on end in dark sheds with no human contact.
Spain has many wonderful traditions that it can be truly proud of; bull-fighting is a tradition they should be truly ashamed of.
How much longer can this nasty, despicable, brutal, barbaric practice be allowed to continue in this the twenty-first century?
